Filing an ASRS will not help you if you run out of gas due to unforecast winds. If that happens you need to make an unforecast stop for gas.

Have your friend join AOPA and add the legal package. For less than 80 clams he can talk to a real aviation lawyer. The AOPA will tell your friend what to say and what not to say. If he gets called on the carpet AOPA legal will send a lawyer to represent Mr. NoGas.

I know because I had a friend who inadvertently flew through a TFR and the AOPA was wounderful. ER so he told me.

Shucks guys, that is an everyday occurrance in eastern Ohio. Doesn't everyone land in someone's back yard to get a ride in a truck or on a snowmobile? Okay, maybe a soybean field or pasture.
