SES training in eastern Canada?

Got a request from a feller in Germany to get his float rating somewhere in eastern Canada. Can someone help/advise him?

Dear members of the B.C. Floatplane Association,

my name is Thomas Bregenzer and I am living near Munic.
I have a JAR FCL PPL(A) SE piston (land) and an Australian Flight Crew PPL
with No Airspace Restriction License S/E AEROPLANES < 5700kg MTOW.

My wish is to get the rating for float planes to fly in Canada and/or
Sweden. May be to extend to CPL.

I am just at the beginning to analyse how to get there and have some
questions. It would be great if you can help me.

1. Can you propose to me, where I can get information about a good training
to a reasonable price for the float plane endorsement? It should be in the
eastern part of Canada.

2. I heard that it is for insurance reasons not possible to charter a float
plane without a safety pilot after getting the endorsement. Is this true? If
yes, would it be possible in combination with flight orders, which are
recognized for the CPL, to conduct some flights?

3. What are the approximate costs and time to spend for the float plane
endorsement and the CPL in Canada?

4. Do you have some information, if the endorsement and the CPL will be
recognized in Sweden, or what has to be done to get it recognized?

If I will come to Canada I will get member of the B.C. Floatplane
Association, because it is great that this community exists.

Harvs air service in Steinbach Manitoba should be able to help him out. I know its not really eastern, but a lot more east then us. I know they have helped guys get their float rating before, and have tons of international students. They are very quick to reply to inquiries, and just great to deal with.

Sudbury Aviation has C172, C185 and Beaver planes for float training. On Whitewater Lake in Azilda, Ontario.
